UNITED STATES' NUCLEAR' REGULATORY ^ COMMISSION DOCKET'NOS.'50-259,'50-260~AND 50-296 TENNESSEE, VALLEY' AUTHORITY NOTICE '0F ' ISSUANCE '0F ' AMENDMENTS 'TO FACILITY OPERATING' LICENSES The U.S. Nuclear Regulatory Commission (the Comission) has issued Amendment No. 73-to Facility Operating License No. DPR-33, Amendment No.70 to Facility Operating License No. DPR-52, and Amendment No. 45 to Facility Operating License No. DPR-68 issued to Tennessee Valley _ Authority (the licensee),

which revised Technical Specifications for operation of the Browns Ferry Nuclear Plant, Unit Nos 1, 2 and 3, located in Limestone County, Alabama. The amend-ments are effective as of the date of issuance and are to be fully implemented within 30 days of Commission ' approval in accordance with the provisions of 10 CFR -

73.4'0(b).

These amendments add a' condition to each of the Facility Operating Licenses l

to require the licensee _ to fully implement and maintain in effect all provisions of the' Commission-approved Safeguards Contingency Plan, including amendments and changes made pursuant to the authority of 10 CFR 50.54(p), within 30 days of the date of these amendments.

The application for the amendments complies with the standards and require-ments of the Atomi.c Energy Act of 1954, as amended (the Act), and the l

- Comission's rules and regulations.

The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the license amendments.

Prior public notice of these amendments was not required since the amendments do not involve l

a significant hazards considera; ion.
