NOTICE OF ISSUANCE'OF AMENDMENTS TO FACILITY.

OPERATING LICENSES 7590-01 The U.S. Nuclear Regulatory Commission (the Commission')

has issued

'I Amendm'ent No. 83. to Facility Operating License No. DPR-33, Amendment No.

80 to Facility Operating License No. DPR-52, and Amendment No.

54 to Facility Operating License No.

DPR-68 issued to Tennessee Valley Authority (the licensee),

which revised Technical Specifications for operation of the Browns Ferry Nuclear Plant,.Units 1, 2, and 3, located in Limestone County, Alabama.

The amendments are effective as of the date of issuance.'hese amendments change the Technical Specifications to provide additional surveillance requirements for. the scram discharge volume (SDV);vent and drain I

val'ves and additional limiting conditions for operation and surveillance requirements on the SDV. limit switches. as requested by NRC's generic letter of July 7, 1980. to all licensees of operating boiling water reactors.

The application for the. amendments complies with the standards and P

requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations.

The Commission has made appropriate

'findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in. the license amendments.

Prior public notice of:these amendments was not required since-the amendments do I

not involve a significa'nt hazards consideration.

The Commission has determined that. the issuance of these amendments will not.result in any significant environmental impact and that pursuant to 10 CFR'51.5(d)(4) an environmental impact statement or negative declaration and environmental impact appraisal

.need not be prepared in connection with P'ssuance of these amendments.

83 to License No: DPR-33, Amendment No. 80 to License Ho.
