$UBJECT:
MARCH 14 COMMIS$10M BRIEFING ON DE MINIMUS POLICY On Monday, March 14, the Commission received a briefing from the NRC staff on efforts to develop a policy on radiation dose levels that are below regulatory concern (BRC). The briefing was led by the EDO. William Lahs (RES) presented the attached viewgraphs. Also present at the table were RobertBernero(NMS$),ThemisSpets(RES),andRobertAlexander(RES).
SECY-S8 69, " Current and Potential Applicability of 'De Minimus' and 'Below Regulatory Concern' concepts to Comission Policies", was made available to the public at the start of the briefing.
i BACKGROUND In November,1987, the Comission directed the staff to develos a proposed below policy statement that would " identify a level of radiation ris(
The purpose of the which government regulation becomes unwarranted."
briefing was to provide a status report on the fomulation of this policy, t
SUMMARY
Inpresentingtheviewgraphs,Mr.Izahs distinguished between " source BRC levels.
" Source specific" levels would specific" and " generic involve cost / benefit determinations, and a monetary figure would be associated with avoided radiation dose.
" Generic" levels would be-justified on the basis of comparison to known and occepted radiation exposures such as those associated natural background, air travel, etc.
1 Mr. Lahs indicated that the staff was headed down the " source specific" path. He outlined the staff's plan to coordinate this effort among the
-cognizant agencies in the U.S and the international comunity, including e
an international symposium to be held this Fall.
Estimates for completion of various ERC tasks ranged from 1.5 to 3 years and beyond. The Comissioners expressed a general dissatisfaction with these schedule estimates.
