NOTE FOR: Vic Stello-

- FROM:

Themis Speis o Enclosed are (1) a Comission paper providing the basis for a schedule extension beyond that requested by the Comission for develoaing a BRC policy statement and (2) a FRN on a

- public wor kshop to receive public coments on a proposed BRC policy statement.

l following the workshop written public coments will be received o

for two weeks.

On many issues a Federal Register notice such as this would o

be signed out within RES.

However, because of your interest in this topic and the high.

o visibility it receives from-the Comission, we have prepared the FRN for your signature, j

o Given that we have already held the International Workshop, a single additional workshop should be sufficient.

The combination of the workshop and the brief public comment.

o period serves as the approximate equivalent of an advance notice.

An alternative plan,-which would accelerate the development of a o

final policy, would involve extending the date of the written coment period on the current draft policy statement (perhaps to 60 days). and developing a final policy based on coments received.
