Based on yo'ur comments'in response to my April 19, 1989 memorandum, the RES

' staff h65 modified the subject proposed policy statement (refer to annotated, double-spaced proposed policy, attached as enclosure 1). The staff has also prepared the Commission paper (enclosure ?) which includes as its enclosures:

(3) the proposeo policy statement; (2) a sumary and response to coments received (a) at the 0ctober 1988 workshop for regulatory' authorities (b) through the coment letters received in response to the December 12, 1988, l-Federal Register Advance Notice, and (c) from the public meeting on January 12, J

1989;-and (3) a response to coments from the Advisory Comittee on Nuclear
