SUBJECT:
POLICY ON REGULATORY CONTROL EXEMPTIONS As you know, many ideas were developed and debated during the Baltimore meeting on exemption policy.
The problem I have with your latest draft following the meeting, is that it attempts to accomodate some portion of all the ideas, many of which were not mutually compatible. Because of the difficulty in doing this, it also tends to read more like an approach to a policy statement rather than a policy statement itself.
You have a difficult job. Having lived with the issues much longer than you, !
felt it would be better to try a fresh draft of the policy statement r3ther than attempting to provide specific coments on yours.
The attached draft prepared by Don Cool and me has attempted to accomplish the following objectives:
1.
Provide a short, simple statement that addresses, in broad terms, the fundamental approach, 2.
Consistent with international and national radiation protection philosophy.
3.
Meet Comission requirements.
4 Compatible with most of the ideas agreed upon at Baltimore.
I suggest we plan about a half-day meeting with the Baltimore group to discuss where we are on the problem and how to proceed.
