I approve issuing this proposed policy statement (secy 88-257),

but believe that it would be best to share it with the attendees of the International. conference to be held in October and to obtain their comments before issuing it with or without modifications for broad public comment.

I strongly urge the staff to focus on two issues in soliciting comments at the Conference:

1.

The ajustification of use" matter, and how a decision of justification should be made.

2.

The " collective dose" issue, why should a collective dose limit be set in addition to an individual dose limit?

If such a limit were to be set, what should be the bases for it?
