Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 Technical Specification Change Request No. 93 Reactor Coolant Pump Power Monitor Bypass During Testing

Dear Mr. Denton:

Florida Power Corporation hereby submits three (3) originals and forty (40) copies of Technical Specification Change Request No. 93, regresting amendment of Appendix A to Operating License No. DPR-72.

Included with th's request are proposed replacement pages.

Change Request No. 93 proposes to allow one time bypassing of the reactor coolant pump power monitnr trip function at less than 40% full power in order to conduct tests. The tests will involve switchover between the Startup and Unit Auxiliary Transformers while monitoring the 6900 Volt Bus current and voltage and Reactor Coolant flow.

Florida Power Corporation has determined that the requested action is a Class 111 amendment per 10 CFR 70.22, in that it involves a single safety issue. Accordingly, the license amendment fee of four thousand ($4,000) dollars is enclosed.

Also enclosed is a copy of the Certificate of Service for Technical Specification Change Request No. 93 to the Chief Executive of Citrus County, Florida.
