Enclosed are three (3) originals and forty (40) copies of Technical Specification Change Request No. 72, requesting an amendment to Appendix A of Operating License No. DPR-72.
As part of this request, proposed replacement pages for Appendix A are en.losed.
This change would expand the Auxiliary Building Ventilation Exhaust System Limit-ing Condition for Operation. The change allows more than one filter system and more than one pair of exhaust fans to be inoperable for up to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> for test purposes.
Florida Power Corporation considers Change Request No. 72 to be a Class III amendment per 10CFR170.22 as it involves a single safety issue.
The license fu in the amount of four thousand dollars ($4,000) and a signed copy of the Certificate of Service for Technical bpecification Change Request No. 72 to the Chief Executive of Citrus County, Florida, are enclosed.

TECHNICAL SPECIFICATION CHANGE REQUEST NO. 72 Replace pages 3/4 7-23, 3/4 7-24, B3/4 7-5, and B3/4 7-6 of Appendix A with Revised pages 3/4 7-23, 3/4 7-24, B3/4 7-5, and B3/4 7-6 of Appendix A.
Proposed Change Add the following sentence as a footnote for Specification 3.7.8.1:
"More than one filter system and more than one pair of exhaust fans may be inoperable for up to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> for surveillance testing per Specification 4.7.8.1."
In addition, basis 4.7.8 was modified to encompass leakage from systems other than the ECCS.
Reason for Proposed Change in order to achieve proper air-aerosol uniformity mixing while performing in-place testing, the injection point for sample gas is made at a point before the duct divides into the individual filters. Likewise, the downstream sample point is on a common discharge duct into which all four filters exhaust. The only way to test leakage in a given filter, therefore, is to remove the other three filters from service. This change to Specification 3.7.8.1 allows the removal of the three filters from service for a period of twelve hours in order to test the given filter and not exceed the Action requirements.
Basis 3/4.7.8 was expanded to reflect actual exhaust system capabilities.
SAFETY EVALUATION The proposed change allows more than one filter system and more than one pair of exhaust fans to be inoperable for up to 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> for surveillance testing per Specification 4.7.8.1.b, e, or f.
This will have no adverse effect on plant safety cince the potential off-site dose due to a design basis accident is well within the guideline exposure indicated in 10CFR Part 100 regardless of whether credit is taken for operational filters.
