REQUEST FOR ASS!$TANCE: USE OF WESF CAPSULES 'I n 3 In the past Mr. James Ayer of your staff has provided invaluable technical j assistance to us in the evaluation of the use of the Department of Energy's / (00E's) Waste Encapsulation Storage Facility (WESF) capsules and of the )i license application of Radiation Steril12ers, Inc. (RSI) to use WESF capsules in a wet storage / dry operation irradiator. , e would appreciate Mr. Ayer's W {.j assistance again in the evaluation of the enclosed two documents. ) is a September 6,1985 letter with enclosures from John J. ]h Jicha. DOE, providing additional infomation about WESF capsules. Enclosure 2 is Region III's request for assistance on RSI's most recent amendment request that asks for pemission to (a) remove the themocouples from the sources ini i the RSI Ohio facility and (b) load WESF Capsules in other RSI facilities 1 h without awaiting the results of DOE's tests of the first capsule removed frasi j RS!'s Ohio facility. [ We would appreciate receiving Mr. Ayer's recommendations on the following points: a 1 o 1. Does Enclosure 1 provide suffic.ient additional infomation to offset 1 our previous concerns and to change our policy for licensing use of e WESF capsules as described in Enclosure 37 0 9 2. How should each part of RSI's amendment request be handled (i.e., d approve, deny)? If Mr. Ayer recommends denying one or both parts M of the amendment request, it would be helpful for Mr. Ayer to provide q technical rationale that Region III could incorporate in a formal i

1 TO USE MESF CAPSULES 9,**. .i d-This is a reply to your memorandum to Mr. Chape11 dated August 29, 1985, 1 concerning use of cesium-137 WESF capsules by Radiation Sterilizers. Inc. (RSI) in the State of Georgia. 4 Ue consider the use of the NESF capsules, as proposed, to be in the pilot plant test phase. One plant has been licensed under an arrangement with DOE that it will conduct periodic examinations of the capsules. After the initial phase of the test program has been completed successfully, we would 4 Until then, however, be prepared to license use on a more routine basis. 3( we are prepared to license the use of the UESF capsules as proposed only t on the basis that it would be part of the pilot program with similar controls 3 and tests conducted by DOE. ? Q Our current position on licensing of UESF capsules is accurately reflected in the enclosed letter to RSI. Ue will license use of WESF capsules in 4! a wet storage facility if the Department of Energy (DOE) plans to perform 1 periodic destructive tests on the capsules from that facility. Also, a l/, temperature monitoring system must be installed to record the teraperature dj history of the sources, DOE has indicated it will only test capsules 1. from the R3I Ohio facility. Therefore, we recomend that the State of ~ ij Georgia take no action on RSI's request at this time. Please note RSI's statements in its letter to Georgia that DOE is peti-tioning flRC and RSI expects us to change our policy. DOE has infomally e indicated to us that it plans.to submit its latest technical data to us and ask us to review our position.
