SUBJECT:
kE0tlEST FOR ASSISTNiCE FH0': CE04GIA Jl As requesteo in your men.orandum to Mr. Chape11 dated January 2,1W we have reviewed the Georgie case involving access controls for a larga 1rradiator. lle nave previously connunicated our position on these ratters directly to Radiation Sterilizers in connection witn their Illinois and 001o facilities, and as you note ve.have tiscussed it witn your staff and the State of Georgia. Our comments are as follovts:
g 1.
uur irterpretation of 20.203(c)(6) nas been that a physicial narrier or lect:ed coor rust prevent access to the irrartiator room. However.
the rejuletion is flawed in that (1) it does not specifically address cases where there is only one entrance for both personnel and aroducts.
,L and (F) it does nnt state 508 quickly the sources nust tirop in an e,ergency.
6 2.
Apperently there art = openin;s by which personnel can enter the.irr3.iiation h
room oy use of a ladder. ;!ithout question these openings must be closed off by a physical barrier or a lockec door which is interlocked, l! nether tue conveyor roo : is a restricted area or unrestricted area is irrelevant.
4 I
a 3.
Personnel should not no c110wed in the conveyer rent, unless tne irradietre-3 is 5%t norm. Tt.is will co gensate for the fact that the personnel.
k.'
entrance is also the carrier entrance. Altnough tne licensee cities

economic nerdsnip, this does not. offset tne potential hazard. Aghir, a
wnetner the licensee calls this a restricted area or not is irrelev:nt.
f',
tlso, it apnears fron the Notice of.' Vicistion dated February 18, INT, h
tnet the licensee oiready agreed to rastrict access.
