Dear Mr. Stolz:
The current Inservice Inspection Program at Crystal River Unit No. 3 is based on ASME Section XI, 1974 Edition through Summer 1975 Addenda.
This letter is to advise you that Florida Power Corporation has determined that a portion of the ASME Section XI Code, concerning inservice examination of integrally welded vessel supports, is not feasible for use at Crystal River Unit No. 3.
Accordingly, Florida Power Corporation requests relief from the inservice examination requirements of Article IWB-2000 of ASME Section XI relating to ultrasonic inspection of the vessel ring forging to support skirt weld.
Ultrasonic inspection of the weld cannot be safely accomplished due to high levels of radiation in the vicinity of the vessel supports.
Current estimates of the radiation field in that area range from 2000 - 5000 R/hr. which is much too high for inspection by state-of-the-art inspection methods. As alternate methods become available, they will be reviewed for possible implementation.
