Dear Mr. llancock:

SUBJECT:

CRYSTAL RIVER UNIT 3 - RELIEF FROM ASME SECTION XI HYDROSTATIC TEST REQUIREMENT In letters dated September 14 and November 2,1981, you requested relief from the ASME Section XI Code hydrostatic test requirement following the removal and replacement of drain valve FWV-183. Pursuant to paragraph 50.55a(g)(6)(1) of 10 CFR Part 50, we have evaluated the request and concluded that the code requirement is impractical for the Crystal River Unit 3 facility. The examination of the replacement weld areas by radio-graphic and magnetic particle methods, periodically followed by the code inservice inspection requirement, will provide an adequate degree of component integrity and safety. The requested relief from the hydro-static test is therefore granted.

Our Safety Evaluation Report is enclosed.

Sincerely,

' ORIGIN AL SIGL'D II John D t'o h hief Operating Reactors Branch #4 Division of Licensing 1
