Pre se ntly, we a re required to perform examinations of Class 1, 2 or 3 systems per Section 4.0.5 of the CR #3 Technical Specifications in accor'-

dance with the ASME Boiler and Pressure Vessels Code,Section XI,1974 Edition through Summe r 1975 Adde nda.

Included in these examinations are rules for modifications, replacecents, additions and alterations described in IWA-4240 and required pressum tests of repairs, modifications, re place-ments, additions and alterations as described in IWA-4210.

c It is our understanding that the NRC has presently accepted Section XI, 1977 Edition through Summer 1978 Addenda of the ASME Code.

The hRC 's intent for adoption has been published in the Federal Register, Vol. 44, No. 13, on January 18, 1979 f or public co: ment.

The 1977 Edition through Summer 1978 Addenda clarifies the definitions of the Sucmer '75 Addenda of IWA 4240 and reflects current industry standards for pressure tests of re pla ceme nt s.

This Edition also contains a new Article IWA-7000 not presently contained in the 1974 Edition, shich provides the necessary guidelines f or the establishment of a well-defined program gove rning "Replacements" at CR #3.

The re f o re, this letter is to request that Florida Power Corporation be granted waivers from IWA 4210 and 4240,1974 Edition through the Sucmer '75 Addenda of Section XI to the ASME Code.

In lieu of these requirements, we wish to adopt Subarticles IWA-4400 and 4600 and Article 7000 of the 1977 Edition through Su==er 1978 Addenda of Section XI to the ASME Code.

IWA-4210 and 4240 are considered impractical for use at CR #3 as they do not p rovide sufficient guidelines concerning repairs, modifications, re place =e nt, additions and alterations on shich to establish an ISI Pro-gra=.
