SAFETY EVALUATION REPORT BY THE OFFICE OF NUCLEAR REACTOR REGULATION CRYSTAL RIVER UNIT 3 DOCKET N0. 50-302 RELIEF FROM INSERVICE INSPECTION REQUIREMENT In letters dated September 14 and November 2,1981, the licensee notified the Comission of their plan to remove and replace a drain valve (FWV-183) during the Fall 1981 Refueling 0'utage and that certain Section X1 AS!1E Code requirements following the replacement was impractical for the Crystal River Unit 3 facility. The information to support the determination and the proposed alternative test procedure was discussed in subsequent telephone conference between the staff and licensee.
The Inservice Inspection Program for the Crystal River Unit 3 facility is conducted to the require ents of Section X1,1974 Edition including Summer 1975 Addenda, ASME Boiler and Pressure Vessel Code. Relief from certain of the requirements were previously identified and evaluated in our Safety Evaluation Report dated October 17, 1977.

o EXAMINATION REQUIRED:
Following modification, repair, or replacement, hydrostatic testing is required in accordance with Article IWC-5000, " System Pressure Test."
BASIS FOR THE REQUESTED RELIEF: Conformance to the hydrostatic testing requirement of Article IWC-5000 would involve the pressurization of the steam side of the generator.
Filling this section piping with water would overstress the-pipe and associated supports.
In addition, other attendant problems include the p,ossibli-ity of introducing water in the turbine and of additional mainter,ance on the st op valves.
ALTERNATIVE EXAMI :ATIO :: Magnetic particle and radiographic examination of replacement welds.
EVALUATION: We conclude that a hydrostatic test in compliance with Article IWC-5000 of Section XI of the ASME Code to demonstrate the integrity of the welds for the valve replacement to the drain line (FWV-183) is an impractical requirement.
The test would necessitate filling the steam generator and the main stemn line with water up to the main steam stop valve. The main steam line was not designed to transport water. The weight of the water would likely overstress the piping and associated supports. The combination of magnetic particle testing and radiograpny of the

. will provide an acceptable alternative to the hydrostatic testing requirement.
Relief is granted from compliance with Article IWC-5000 for hydrostatic testing of piping in the feed-water and main steam line between the first isolation valve for the steam generator and the turbine main stop valve. Magnetic particle and radiographic testing will be performed in lieu of the hydrostatic testing requirements to ensure the integrity of the replacement welds.
