Box 14042, Mail Stop C-4 St. Petersburg, Florida 33733 Dear Mr. Hancock-Your letter of June 25, 1980, requested a relief from the ASME Section XI Code - 1974 Edition through Sumer 1975 Addenda. This is the current Addenda you are required to inspect against under our Rule,10 CFR Part j
50.55a(g). Specifically you requested relief from Article IWC 5000, Sub-section IWC 5220 of the ASME Code. You requested substitution of the
-Winter 1977 Addenda for the Sumer 1975 Addenda. The Summer 1975 Addenda requires the system hydrostatic test pressure to be a minimum of 1.25 times the system design pressure. The Winter 1977 Addenda allows the following exception: "The system pressure shall be the lowest pressure setting among the number of safety or relief valves provided for overpressure pro-tection within the boundary of the system to be protected."
The NRC has adopted the use of the Winter 1977 Addenda - Subsection IWC 5220 of the ASME Code and therefore we agree with your use of this portion of the Code to perform your current inspection of the suction side of the Make-up and Purification System of the Crystal River Unit 3 Nuclear Plant. We find that meeting the requirement of the Sumer 1975 Addenda is impractical, that the granting of this relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the Summer 1975 Addenda - Subsection IWC 5220 were imposed on the facility. We therefore conclude that this relief complies with the requirements of 10 CFR 50.55a and that it involves no significant hazards consideration.
This relief applies specifically to the above pressure boundary where you performed a system modification during your shutdown subsequent to February 26, 1980.
You are not granted any other reliefs from the ASME Code 1974 Edition through Sumer 1975 Addenda, at this time.
A copy of the Notice of Issuance is enclosed.
