Perry site for approximately six weeks, and was concerned about information which had cone t o his attention.
He provided tie following allegations:
1.
False assur:ptions are being used in pipe stress calculaticas.

The crit'diin utilized for pipe stress calculations have not been verified.
3.
The concrete in the service water building would not hold supports for an instrtr2entation line The clacsification of the instrumentation line vas then changed from safety-related to non safety-related.'
Several atterpts were r,ade to recontactI for additional infor:r.a-tion and classification.
I contacted hie by teT6? bone on the evening of September 29, 1981.
He provided clarification to the effect that:
1.
Iic vas referring to " hand calculations" for stress analysis for srall bore piping (2 inch dianeter and under). A " point Joa cantilever" cualysis was the correct 22ethod.
I;o stress intensification was con-sidered.
2.
Wdge anchors in the service rater building vere " coning out of the concrete" when t orqued to specification values.
3.
He was concerned that thernal expansion was being ignored if a pipe run was less than appro::imately 25 feet and would not experience te::peratures of over approxinately 110 degrees F, and no distinction vas being made between carbon steel piping and stainless steel piping in these cases.

I advised that Inspector laa Yinn vould be involved in r eviewing his ccncerns, radwould,hodicatedthath he contacting him for additional infor:ation and discussion.

!.spector Yin contacted I discussed his concerns, and r evd eved the areas of concern during ~an inspection conducted on 1:ovember 17-20, Dece:ber 10 and 11 and 15, 1981.
(IE Inspection T.eport :;os. 5C-440/81-16, 50-441/81-16, attached). This inspection resulted in three itens of noncc=pliance, each of Ceverity Level V.

The concern regarding concrete in the service water building could not be

Ecwever, revieu of the progran for vedge 'Eype concecte expansion anchors identified deficiencies in the overall program, and the application of the program in the service water building.
These deficiencies will require re-inspection of the insta11atinss already nade in the building.
A nanatenent reeting uns held with licensee personnel on Decenber 15, 1981.
Discussion included planned improvements in the snall bore piping progran, ircrease of audits in that area, and reinspectica of equipnent previously installed.
Jnis revieu should have adequately covered the concerns expressed by land I recorrend that this investigative case be closed.
