Phillip of this of fice concerning ycur lett er to Scnator Ecuard M. Metzentaum r egarding the Per ry Nuclear Plant, which was referred to the ?;RC on April 16, 1979. During this conversation you indicated that the shoddy work about which you had expressed concern could not be identified with safety-related equipment, syst e ms or components and that you were urable to provide any specific infomation which would enable us to conduct an investigation. You indicat ed that the work you had perforr.ed at the Per ry Plant for the M. J. Kelley Ccepany, in all likelihood, was not sa fe ty-rel a t ed. L'e have subsequently confirmed that the M. J. Kelley Co:pany has not performed any saf ety relat ed work at the Terry site. ~ As discussed 'our inspection and enforcement jurisdict ion at nuclear power plant const ruction sit es is confined to safety-related it ems and activities. For such items and activities, our inspection program does include examinations of welding procedures and practices as well as the effectiveness of the QA-QC programs and activities to assure shoddy work is identified and correc t ed. Should you encounter any deficievies in workmanship or materials at the Perry sit e which can be identified as safety-rela t ed, we encourage you to provide this 'nformation to us by letter or telephone.
