SUBJECT:

ALLEGATION RECEIVED CONCERUING THE INST!.LLATION OF DIESEL GENERATORS WITHOUT IIAVInG APPROVED PROCEDURES IN EFFECE PERRY NUCLEAR POWER PLANT - DOC 1GT NO. 50-440; 50-441 Receipt of Infornation At 10:15 a.m., March 10, 1982, a Level 2 electrical Quality Control (QC) inspector at the Perry plant telephoned Region III and alleged that the L. IC Comstock Conpany (the electrical subcontractor) was presently installing the diesel generator stator and rotor without having approved procedurco in effect prior to beginning the work. Procedures were being written no the work progressed in order to cover the lack of prior approved procedures. The Cleveland Electric Illuminating (CEI) QC inspector pointed out the lack of procedures and attempted to stop the installation, but the objection uns overruled by licensco management.

Region III Action At 10:50 a.n., M. L. Gildner, Perry SRI, was contacted and provided uith the above information. At 1:00 p.m., March 10, 1982, Gildner contacted the Region III offico with the following information:

CEI purchased the diesel from one contractor (DeLaval) and the generator from anothe': contractor (Cencral Electric). CEI designated L. K. Comstock to connect the two pieces of equipment. To do so, L. K. Comstock vrore a procedure (No. 4.3.28. Installation of Rotor and Stator for Diosc1 Cencrator Set) which CEI approved on March 1, 1982, with the cavent that a Concral Electric representative be prenent to oversee the installation and make any necessary modifications to Comstock Procedure 4.3.28.

Comstock was following the pro-cedure, but was encountering problems. The problem and the procedure would be analyzed at the installation site by the engineers, QA personnel, and the General Electric representative, and if necessary the procedure was modified to solve the problem. The field modified procedure was then used to accomp-lish the actual installation. The field modified procedure was intended to later be issued as a revision of procedure 4.3.28 in anticipation of the installation of the Unit 1 diesel generators.

Gildner concluded the field modification of the procedure was acceptabic and indicated he would include his cbservations in his next inspection report.

Enforcement and Investigation Staff considers this matter closed.
