Dear Ms. Hiatt:
This is in further response to your letter dated November 4,1982, in which you request;d, pursuant.to the Freedom of Information Act, documents relating to the Perry Power Plant.
Appendix A is a listing of documents relevant to your request.
During a telephone conversation between you and Nina Toms on December 23, 1982, you agreed to accept our deletion of names and other personal information in some of the documents concerning allegations and complaints from employees of the Cleveland Electric Illuminating Company or its contractors concerning a deficiency in construction or quality assurance at the Perry plant. This agreement does not affect your right to appeal deletion of information, as provided in 10 CFR 9.11.
Document 31 of Appendix A lists seven inspection reports which also cover subjects pertinent to your request.
These inspection reports have previously been placed in the NRC Public Document Room (PDR),1717 H Street, i
N.W., Washington, DC 20555, for public inspection and copying.
You may obtain copies of these inspection reports by writing directly to the PDR. The charge for copying records located in the PDR is five cents (50.05) per page, as specified in 10 CFR 9.14(a).
The charge for reproducing the enclosed 213 pages is $2.66.
Seventy-five percent of the reproduction costs have been waived in accordance with 10 CFR 9.14a. You will be billed for the total amount of.this request by our Division of Accounting separately.
This completes NRC's action on your request.

Pursuant to the Freedom of Information Act, 5 USC S 552, as arended, and the provisions of 10 CFR Part 9, the undersigned hereby requer.ts the follcwing items:

The IER Hydrcgen thnual, as described in Enclosure E to the Weekly Infornation Report for the Conmissioners for the week ending July 14, 1982. This docurent relates to Issue #8 in the Perry OL proceeding; see LBP-82-15, 15 NRC 555.
2.
All results of the ccnputer analysis of hydrogen burns in turk III containments using the HECTR code developed by Sandia "ational Iabs.,
as described in Enclosure E of the Weekly Inforration Report to the Connissioners for the week ending July 14, 1982. This item relates to Issue #8 in the Perry proceeding.
3.
All internal NBC maroranda to, frcm, or concerning James M. Cutchin, IV, Esq. and pertaining to the Perry Nuclear Pchur Plant OL proceeding, Docket Nos. 50-440/441.
4.
Any analyses performed with the MARCH code for any accident sequences specific to the Perry Nuclear Pchur Plant, and any documents discussing the capabilities and limitations of the MAICH code. This relates to Issue #8 in the Perry proceeding.
5.
All details of spontaneous hydrogen explosions occurring in the off-gas systems of the follcuing BWRs: Cooper, Browns Fen,y 3, Millstone 1.

Provide all details of any instances of harass: rent or intimidation of inspectors at the Perry plant construction site. Also any instances in which an employee of CEI or any of its contractors was firc<1 as a result of making allegations of poor construction practices or other improprieties at the Perry site to the NiC, news m <lia, or any other persons or entity. This relates to Issue #3.
8.
All internal notes, nencranda, or correspandence not made available in the NRC's inspection reports concerning the construction activities at the Perry Nuclear Pcwer Plant. This relates to Issue #3.

In accordance with the Ccumission's policy, as related in your response to my earlier request (FOIA-81-516), I request that 75% of the fees for the : search and production of all items except #3 be waived, as they all pertain to an issue that has been adnitted in the Perry OL pro-ceeding. I agree to accept the residual (25%) charges for these items and all charges for item #3.
