Gentlemen:
This refers tc cur investip: ion of allated deficiencies in
O nstruction activities at the Callaway Unit 1 construction site,
conducted by Messrs. J. E. Foster and E. J. Gallagher of this
of fice during the period Oecember 13, 1977 through January 6,1973.
As you are aware, the NRC has spent considerable -time and
effor: in the inves:igation of allegation: concerning i= proper
practices a: the site. A copy of our report of this investi-
gation is enclosed, which identifies the areas exa=ined during

- he invas:igation. The investigation consis:ed of examinations
of procedures and representative records, interviews t.-ith

7ersonnel, and independent measurements and observations by

che inspec: ors.
During :his investigation, certain of your activities appeared
ec be in nonce:pliance with NRC requirements, as described in
the enclosed Appendix A.
As described in the Appendix, the
investigation showed :ha action had been taken to correct one
ites of nonco=pliance and prevent recurrence.
Consequently,
