TECHNICAL ASSISTANCE REQUEST, DESIGN CRITERIA FOR SHUPPS PLANTS CONTAIriMENT STRUCTURE The enclosed Technical Assignment Control Form (Enclosure 1) was ' prepared to initiate the review of the request submitted by the SNUPPS utilities by letter dated May 3, 1978, which is attached as Enclosure 2.

SNUPPS letter requests that we modify our position regarding the maximum reinforcing steel cover tolerance in the SNUPPS containment structure for certain special cases described in the SNUPPS letter.

The issue of maximum and minimum tolerances for the reiricrcing steel

cover on the SNUPPS containment structure was initially reviewed by tne Structural Engineering Branch in response to our reauest dated February 21, 1978 (Activity Code R18 4820).

The ev31xtion of the February 21, 1978 request was provided by the Structural Engineering Branch by memorandum dated March 9, 1978.

o As stated in the May 3,1978 SNUPPS letter, there are two special cases for the third through sixth ',1fts where it may not always be possible to meet the absolute maximu'a cover established in our previous evalu-ation.

These cases are discussed in the letter.

It is our understanding that for the lead SNUPPS unit, Callaway Unit 1, the sixth lift has been completed and non-confomance reports were required for these special areas since the maximum tolerance could not be met. Wi th regard to the other SNUPPS plant (Wolf Creek) currently under con-struction, preparations are now being made for the third lift.

It is expected that the Structurei Engineering Branch will need to review the SNUPPS May 3,1978 letter and provide comments.
