LER 1-81-40 ATTACHMENT Facility: BSEP Unit No.1 Event Date: June 2,1981 Thiseventoccurredwhenmaintenancephrsonnelfailedtorealizethataplant modification which would satisfy the quarterly surveillance requirements for the B21-PS-N0218 and D instruments would not be completed on time.

It was planned to use the acceptance test for plant modification 77-269F, digital to analog conversion, as th9 quarterly calib;ation for these instruments, as the old periodic test would not be compatible with the new instruments.

While per forming the plant modification, delays cere encountered such that only instruments B21-PS-N021 A and C were completed in the required time frame.

Maintenance personnel failed to realize that the N021 B and D instruments would not be changed out and tested as required and therefore did not perform the periodic test on the "old" NO21 B and D instruments. Tht s instruments were changed out and satisfactorily tested May 29, 1981, and June 4,

1981 respectively.

A thorough review of all outstanding periodic test requirements revealed that no other test had been overlooked.

Personnel involved with this event were counseled to ensure their awareness of the importance of meeting surveillance require =ents while performing maintenance or modifications.
