Exhibit E ANALYSIS OF FACTORS AFFECTING PRODUCTIVITY A.

Factors Causing a Change in Productivity 1

1.

Division of Accounting - The small increase in measured activities for both travel vouchers and commercial invoices processed is due primarily to the increased skills of the voucher examiners.

The increase in skill is credited to the additional experience gained during the past fiscal year.

2.

Office of State Programs - Not appifcable.

This is the first year of productivity reporting for this office.

3.

Office of Inspection and Enforcement - Not applicable.

This is the first year of productivity reporting for this office.

4.

Office of Nuclear Material Safety and Safeguards - Not applicable.

This is the first year of productivity reporting for this office.

B.

Productivity Outlook 1.

Division of Accounting - Only a minimal increase in productivity is anticipated in FY 1980.

The slight increase is expected because of additional experience that should be gained during the current fiscal yea r.

2.

Office of State Programs - No increase in productivity is anticipated in FY 1980.

In fact there may even be a decrease in productivity due to a more in-depth analysis of the state reviews.

3.

Office of Inspection and Enforcement - No significant change in

' productivity is anticipated in FY 1980.

Our inspectors now visit several licensees on each trip in order to minimize the amount of time spent in travel status and maximize inspection effort.

We foresee little opportunity to significantly increase our productive effort in the future.

4.

Office of Nuclear Material Safety and Safeguards - It is anticipated i

that productivity may decline some in the near future because of increased demands for more in-depth reviews of material licensee applications.
