Analysis of Factors Affecting Productivity i

A.

Factors' Causing a Change in Productivity - This section of the exhibit is not applicable for the Offices of State Programs, Inspection and. Enforcement and Nuclear Material Safety and Safeguards since these offices are reporting productivity data for the first time in FY.1979, i

B.

Productivity Outlook (1) Office of State Programs - Proposed changes to strengthen the State Agreements program will impose additional workload on the office.

As a result of the additional workload which will be new in nature, the productivity in this office will probably decrease in FY.1980 and possibly in FY 1981.

(2) Office of Inspection and Enforcement - Regional inspectors now visit several licensees in a single trip to a specific location in order to minimize the amount of time spent in a travel status.

This actica is enhancing the productivity of the inspectors.

We foresee little opportunity to further increase the productivity for this type of inspection.

(3) Office of Nuclear Material Safety and Safeguards - It is anticipated that productivity may decline some in the near future because of increased demands for greater "in-depth" reviews of material license applications.

The implementation of revised 10 CFR Part 51 will increase the total time needed for final action on applications for new licenses and amendments and renewals of existing licenses. Although much of the work is expected to be done under contract, NRC staff time will be required to manage and administer the Part 51 program.

A possible offset to an expected decline concerns the personnel. There has been a significant turnover in staff during FY 1979 and the staff has not been at full strength. However, as the staff becones more experienced and better trained and the vacant positions filled, an increase in productivity is expected.
