RANCHO SECO SECURITY PLAN AMENDMENTS 7 AND 8 j

On December 17, 1979 and December 12, 1980, Amendments 7 and 8 to the Rancho Seco security plan were transmitted to us. At that time, we mytewed the revisions to Chapter 11 of the security plan (the Safe-guards Contingency Plan) and approved incorporating Amendnents 7 and 8.

We have since reviewed the changes to Chapters 1 thru 10, Chapters 12 thru 14, and the Appendices to the security plan. Some of these changes were intended to incorporate the results of the NRC sponsored vital area analysis of your site conducted by Los Alamos National Laboratory.

lhe NRC staff position on how the results of these analyses are to be incorporated in licensee security plans is currently under review.

Therefore, those security plan changes specifically oriented toward in-corporating the results of the NRC sponsored vital area analysis have been reviewed only to the extent necessary to detemine whether the modifications proposed were in accordance with Subsection 50.54(p) of 10 CFR Part 50. After we finalize our position, you will be informed if your existing security plan must be reviewed to assure that vital areas and equipment identified in the analysis are protected in accordance with the requirements of 10 CFR 73.55.

We agree that some of your changes to Chapters 1 thru 10, Chapters 12 thru 14, and the Appendices to the security plan are consistent with the pmvisions of 10 CFR 50.54(p). We do not agree that certain other changes, as indicated in the enclosure, are consistent with these same provisions.

The enclosure to this letter provides additional information regarding our position.
