R.J. O'Brien, NRC Resident Inspector, and E.J. Power of your office on June 8-9, 1981.

In accordance with Section 2.790(2) of the NRC's " Rules of Fractice", Part 2 Title 10, Code of Federal Regulations, the District's security procedures are exempt frori disclosure; therefore, the District's response to your

" Notice of Violation", dated July 7,1981, is enclosed with this letter as Appendix A, and Appendix A should not be placed in the Public Document Room and should receive limited distribution.
