This refers to your letter of January 9,1981 and to the meeting held on January 9,1981 between Mr. J. Carey and other nambers of your staff and Mr. W. Martin of my staff at the Beaver Valley Pcwer Station, Unit 1, Shiopingport, Pennsylvania. This also refers to a sut. sequent telephone conversation between Mr. Carey and Mr. Martin on Januar/ 12, 1981.

The January 9 meeting and subsequent January 12 telephone call were to discuss your failure to complete the installation of the security systems by the dates committed to in your letter of October 30, 1980.

It was determined during the special inspection by G. Smith on January 7-9, 1981 that the dates for installation again had not been met and this office had not been notified of your failure to meet the dates.

As a result of this inspection, the January 9,1981 letter was submitted which further extends the installstion date for the security systems.

Based on our review of_your January 9,1981 letter and Mr. Martin's discussions with Mr. Carey, we understand that you have or will take the actions outlined in the attachment to this letter.

In accordance with Section 2.790(d) of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, documentation of findings of the control and accounting procedures for safeguarding special nuclear materials and facility security procedures are exempt frcm disclosure; therefore, the attachment to the letter will not be placed in the Public Document Room.
