Dear Mr. Dunn:

This acknowledges receipt of your letter of October 30, 1980 by which you transmitted changes to the security plan for the Beaver Valley Power Station, as well as three requests for relief from the requirements of 10 CFR 73.55.

We have reviewed the changes and agree that most of them are consistent with the provisions of 10 CFR 50.54(p). We do not agree, however, that certain other changes are consistent with these provisions. Enclosure A to this letter provides additional information regarding this position.

Enclosure B contains the reasons for our denial of your requests for relief from 10 CFR 73.55.

Please submit a response to paragraph II of Enclosure B within 30 days.

Since the attachment and enclosures to your letter of October 30, 1930 and the enclosures to this letter contain information of a type specified in 10 CFR 2.790(d), they are being withheld from public disclosure.
