BSEP Unit No. 1 Event Date: 8-16-80 During an investigation of the CRD system design in conjunction with IE Bulletin l

80-17, it was recognized that the CRD system had been omittpd from the scope of work performed to meet the requirements of IE Bulletics 79-07 and 79-14.

As-built verfication of the piping and hangers and reviews of the piping and hanger analysis was begun. It has been determined that fcur supports outside the. Unit No. 1 drywell and thirteen supports inside the drywell could exceed structural integrity under the worst case conditions.

The inspection of the Unit No. 1 CRD system is complete and the analysis of the as-built data is in progress. The Unit No. 2 CRD system is currently being inspected. Although the analysis is not complete, it is expected that the same supports found deficient on Unit No. 1 will be found deficient on Unit No. 2 based on unit similarity.

The principal cause for the inadequate supports is the original design deficiencies contained in the support structural analysis relative to the loads imposed by the pipe stress analysis. Additionally, as-built deviations from the designed support configurations have contributed to the degraded condition of the supports.

The piping stress analysis and the as-built condition of the piping have been reviewed and no deficiencies relative to IE Bulletins 79-07 and 79-14 were found.

Supports laund deficient will be strengthened to meet the analysis requirements.

All inaccessible piping and supports within the drywell will be analyzed and, as required, appropriate modifications to prevent failure will be complated prior to startup of each unit. Other supports essential for safe shutdown which could exceed structural integrity will be modified prior to startup.

Completion of the analysis outside the drywell will be pursued on an expedited basis with all required modifications completed prior to December 31, 1980.
