Dear Sir:

In accord with State Permit No. 359, Authorization to Discharge Under the National Pollutant Discharge Elimination System, we are hereby notifying you of an ef fluent discharge from our main condenser of greater than .320F. 4 T.

Due to a severe storm on January 25, 1979, that resulted in extremely rough

' seas, and coastal flooding, our main condenser became fouled with seaweed and silt.

Normally we can track the rise in condenser 4T and take appropriate action; however this rise took place over a relatively short time due to the heavy seas of Rocky Point.

, An accounting of the incident is as follows: -

1 At 1207 hours0.014 days <br />0.335 hours <br />0.002 weeks <br />4.592635e-4 months <br /> the condenser AT reached 320F, ,

2. Operations personnel immediately started additional pumps and increased seawater flows to heat exchangers in order to reduce our effluent temperatures.

At 1320 hours0.0153 days <br />0.367 hours <br />0.00218 weeks <br />5.0226e-4 months <br />, the outlet valves on the main condenser were opened wide.

. The condenser 4T at this time was,33.30F. Operations personnel back-washed heat exchangers and increased flows to maximum in order to reduce '

l the 4T.

> At 1400 hours0.0162 days <br />0.389 hours <br />0.00231 weeks <br />5.327e-4 months <br /> the Chief operating Engineer ordered the station to start reducing pouer. The condenser uT at this time yas 33.50F.

5 I The station continued to reduce load and at 1936 hours0.0224 days <br />0.538 hours <br />0.0032 weeks <br />7.36648e-4 months <br /> the unit was at

, 50% power and in the process of hdekvashing the main condenser to alleviate the fouling problem caused by the storm.

I i Due to a Northeasti storm early in the week of February 25, 1979, through March 3, 1979, we experienced increased seaweed impinge =ent on our traveling screens.

B1cause it is impossible to prevent all foreign material from reaching our main condenser, Operations personnel observed a slow rise in the condenser AT. In risponse to this, the Chief Operating Engineer has scheduled a power. reduction fer Sunday for the purpose of backwashing the main condenser.

Htwever, on Thursday, March 1st, the condenser AT 9xceeded 32* F. The Watch ,

Engineer took immediate corrective action by reducing the reactor power level ,

to stay within acceptable A T limits.

Please be assured that during the interim, between Thursday and Sunday, at which time we are scheduled to backwash the main condenser, we will not knowingly exceed cur AT effluent discharge limits and Operations personnel have been instructed to rcduce station power level as necessary to prevent a recurrence of this event.
