POWER AUTHORITY OF THE STATE OF NEW YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET NO. 50-333 ATTACHMENT TO LER 79-038/03X-1 Page 1 of I While in a cold shutdown condition, during the calibration of Instrument 02-TIC-200, the instrument could not be demonstrated to be within calibration. Since the referenced instrument provided Indication and control of the sixteen (16) Main Steam Line Tunnel High Temperature Detectors, these instruments could not be demonstrated fully operable as required by Technical Specifications Appendix A, Table 4.2-1.

On-site calibration of the controller was not possible and attempted off-site calibratloa did not yield satisfactory results. Accordingly, the calibration of the Main Steam Tunnel High Temperature Detectors was verified by changing the Instrument Surveillance Procedure to allow the use of other equipment. Proper operation was verified on August 24, 1979 (prior to plant startup on September 3,1979) by completion of F-ISP-45 titled " Main Steam Line High Temperature" to meet the requirements of Technical Specifications Table 4.2-1. No additional corrective action is required.

NOTE: Revision 1 of this LER is submitted to provide additional Information with respect to corrective action.
