ACTICN:

With the divider barrier seal inoperable, restore the seal.to OPERABLE stat'us prior to increasing the Reactor-Coolant System temperature above'200*F.

SURVEILLANCE RE0VIREi1ENTS 4.6.5.9 lhe divider barrier seal shall be determined OPERABLE at least once per 18 months during shutdown by:

a. Removing two divider barrier seal test coupons and' verifying that

-2.a properties cf the test ccupens are within the accentable rance of the values shcwn in Table 3.6-3.

b. Visually inspecting at least 95 percent of the seal's entire length and:
1. Verifying that the seal and seal-mounting bolts are properly installed, and

2. Verifying that the seal material shows 'no visual evidence of deterioration due to holes, ruptures, . chemical attack, abrasion,
radiation damage, or changes in physical ~ appearances. .

1. Specification 3'.1.2.'4 Page 3/4 1 The crosshatch' footnote was removed from the applicability state-

ments since no footnote exists.

2. Specification 3.6.59, Page 3/4 6-36 Surveillance requirement 4.6.5.9.a.was rewritten to.-reflect the fact that a differential pressure test will be performed as opposed to a tensile test.
3. Table 3.6-3 Page 3/4 6-37 The table was modified to require a differential pressure test-rather than a tensile test. The divider barrier sealiprevents the flow of steam during an accident from the lower compartment to the upper compartment in the space between the ice condenser and the containment wall. To do so, the seals.must withstand a dif-ferential pressure (15 psid maximum) during the blowdown phase of an accident. The proposed technical specification change will. ' '

permit samples of_the material to be tested directly for their ability to withstand the differential pressure'. This test will eliminate any errors in correlating tensile strength with differen-tial pressure. Sequoyah' Nuclear Plant has developed a test rig to perform the differential pressure test. This change is needed

before entering MODE 4 on April 21,'1980.
