Steam Generator Rate of Rise Restriction CONDITIONS PRIOR TO OCCURRENCE:

Operational Mode 5 DESCRIPTION OF OCCURRENCE:

After reviewing Amendment No. 4 to our Operating License DPR-70 with respect to any effect which it may have on presently performed safety analyses, we have concluded that the imposition of the 1.2 inches per minute rate of rise restriction may present an unreviewed safety question in that the margin presented in the safety analysis for loss of normal feedwater and main feedline rupture accidents may be re-duced.

DESIGNATION OF APPARENT CAUSE OCCURRENCE:

This restriction was placed upon the Salem Unit No. 1 to provide an added margin of assurance that design modifications implemented to preclude steam generator water hammer would be effective.

ANALYSIS OF OCCURRENCE:

Confirmation by Westinghouse Electric Corporation will be necessary before formal identification of this issue as an unreviewed safety question can be made.

CORRECTIVE ACTION: .hh Based on the Technical Evaluation, Salem Unit No. 1, January 1979, EG&G Idaho, Inc. which was performed for the NRC, the NRC should unilaterally issue a modification to the Operating License lifting the rate of steam generator water level rise restriction.
