The attached Licensee Event Report-80-003/03L-0, is hereby submitted.

The Operations Review Committee has-reviewed - this event and classified-it.

as a condition leading to operation in a degraded mode. Leak.Rateutesting performed in accordance with 10CFR50, Appendix J, has identified that Torus Vacuum Breaker Valve A0 5040A is in need of repair.. A followup report enumerating each valve (I.D., Type, Leak Rate, Test..Date). for which.a main-tenance request is initiated as a result of this testing will be issued following the completion of the current refueling outage.
