POWER AUTHORITY OF THE STATE OF NEW YORK JAMES A. FITZPATRICK NUCLEAR POWER PLANT DOCKET NO. 50-333 ATTACHMENT TO LER 79-il3/03L-0 Page 1 of 1 During normal operation, while conducting Operations Surveillance Test F-ST-3D ti tled " Core Spray MOV Operabili ty Test" to satisfy the requirements of Technical Specifications Appendix A, Paragraph 3.7.D, isolation valve 14-MOV-llB would not reopen following closure. Motor Operator Valve 14-MOV-12B was placed in the closed position and 14-MOV-11B was manually opened to meet

. both PCIS and Core Spray operating requirements therefore, the event did not represent any significant hazard to the public health and safety.

Investigation revealed that the motor pinion gear associated with MOV-11B limitorque operator had worked lose from its shaf t and would not permit the valve to be open by the motor operator. The motor pinion gear was re-placed and the valve was tested with satisfactory results by completion of F-ST-3D approximately thi rteen (13) hours later.
