GLOBAL NUCLEAR FUEL-- AMERICAS, LICENSEE PERFORMANCE REVIEW OF LICENSED ACTIVITIES (NUCLEAR REGULATORY COMMISSION INSPECTION REPORT 70-1113/2019-001)

Dear Mr. Beard:

The U.S. Nuclear Regulatory Commission (NRC) staff in the Region II office, the Office of Nuclear Material Safety and Safeguards, and the Office of Nuclear Security and Incident Response completed a periodic review of Global Nuclear Fuel - Americas (GNF-A) performance in conducting NRC-licensed activities. The performance of GNF-A was evaluated in the following areas: Safety Operations, Radiological Controls, Facility Support, Safeguards and Other Areas.

Overall, the staff determined that GNF-A has continued to conduct activities safely and securely, and in a manner that protects public health and the environment. Based on our review of activities, no areas needing improvement were identified within the areas of Safety Operations, Radiological Controls, Facility Support, Safeguards, and Other Areas. Therefore, the NRC plans to conduct the core inspection program for a (Category III) Fuel Facility as described in NRC Inspection Manual Chapter (IMC) 2600, Appendix B, NRC Core Inspection Requirements Table 1, for the period of January 1, 2019 - December 31, 2020 in addition to the effort required for the Confirmatory Order (CO) item closure.

During the 2018 Performance Adjustment Review which covered the period January 1 through December 31, 2017, the NRC determined that an adjustment to the inspection program was warranted in the area of Radiological Controls (Inspection Report No. 70-1113/2018-001, ADAMS Accession No. ML18064A107). The inspection program adjustment was completed through a supplemental inspection conducted in October 2018 and documented in inspection report number 70-1113/2018-005 (ADAMS Accession No. ML19028A032). The supplemental inspection focused on the licensees performance in Radiological Controls primarily due to an event that resulted in a shipment of contaminated scrap metal piping to a metal recycling facility.

On December 14, 2017, the NRC issued a Confirmatory Order (CO) (ML17348A130) to confirm corrective actions GNF-A agreed to take as a result of this event. The supplemental inspection did not identify any violations of more than minor significance and determined that GNF-A was conducting Radiation Protection activities as described in their License Application. The long-term programmatic corrective actions detailed in the CO will be tracked and inspected via the scheduled core baseline inspections and additional inspection efforts required for CO item closure during calendar year 2019. This effort is estimated to be an additional 30-60 hours to include in-office and on-site review. Based on this information, no Area Needing Improvement

B. Beard 2 was identified in the area of Radiological Controls.

The results of our review will be discussed with you at a public meeting, the date/time and location have yet to be determined. During the meeting, we request that you discuss your performance in the same major areas as those evaluated by the NRC.
