AMENDMENT TO OPERATING LICENSES DPR-32 AND DPR-37 SURRY POWER STATION UNITS NO. 1 AND 2 SUPPLEMENT TO PROPOSED TECHNICAL SPECIFICATION CHANGE By the letter dated October 28, 1980 (Serial No. 862), we proposed changes to the Technical Specifications for Surry Power Station Units No. 1 and 2 to reflect changes to be made to the Auxiliary Ventilation System. The proposed changes supplement our October 28, 1980 license amendment application.

The enclosed revised Auxiliary Building Ventilation System Technical Specification reflects the modifications made to this system to upgrade the design, performance and functionality of this system through the various anticipated modes of operation. While these Technical Specifications are based on the model Technical Specifications provided in your transmittal of December 12, 1974, the format of the specifications has been modified to retain consistency with the existing station Technical Specifications. Also enclosed is the expanded Control Room Air Filtration System Technical Specification. These specifications are also based on the model specification provided to us but have been modified to reflect the existing Surry Technical Specification format and agreements made with your staff.

The Table of Contents is revised to reflect the additional sections added and to include the sections inadvertently omitted earlier. The title of the section 3.19 is changed to Main Control Room Bottled Air System to differentiate this from the separate section on Control Room Ventilation System. The Table 3.7-5 has been revised to reflect the existing system by deleting the exhaust fans. The containment purge exhaust fans were removed during the Auxiliary Building Ventilation System Modifications because, .based on past experience, the containment was never purged without filteration; during the system modification, appropriate fans were installed with Category I filter train to purge the containment, hence the purge exhaust fans were not needed and deleted from the Table 3.7-5.

We also request a 30 day time period to implement the requested Technical Specification because of the time required to prepare the new procedures, and provide the necessary indoctrination for station personnel.
