Loss of Site Communication CONDITIONS PRIOR TO OCCURRENCE:

Rx Power 100% - Unit Load 1110 MW DESCRIPTION OF OCCURRENCE:

Shortly after a strike started on July 24, 1980, all phone lines were cut at 0030 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br /> on July 25, 1980, resulting in the loss of the direct dedicated telephone line between Salem Station and the NRC Incident Response Center in Bethe~da, Maryland.

This phone line is required by Item 2.C. (5).V of our Operating License, DPR-75.

DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:

Malicious vandalism or deliberate sabotage.

ANALYSIS OF OCCURRENCE:

Some person or persons unknown cut the telephone lines which provide communication to the station.

CORRECTIVE ACTION

Communication was maintained using two-way* radios with the Lower Alloways Creek Township Police and the Port Norris Barracks of the New Jersey State Police.

In addition, during the normal work day of July 25, 1980, mobile radio telephones were placed in service by New Jersey Bell Telephone employees.

At 2200 hours0.0255 days <br />0.611 hours <br />0.00364 weeks <br />8.371e-4 months <br /> on July 26, 1980, normal telephone service was re-established.

Detective Potter of the New Jersey State Police informed us by telephone on January 22, 1981, that the investigation of this event has not as yet produced any results.

This continues to be an open case with the New Jersey State Police.
