Plant Vent Flow Recorder Inoperable CONDITIONS PRIOR TO OCCURRENCE:

DESCRIPTION OF OCCURRENCE:
At 1000 hours0.0116 days <br />0.278 hours <br />0.00165 weeks <br />3.805e-4 months <br />, a Control Room operator observed a zero flow indication on the plant vent recorder.
Action as required by Environmental Technical Specification 2.3.4.b was implemented.
The recorder was returned to service at 1750 hours0.0203 days <br />0.486 hours <br />0.00289 weeks <br />6.65875e-4 months <br /> and inservice tests were run to verify operability.
DESIGNATION OF APPARENT CAUSE OF OCCURRENCE:
The cause of this occurrence was frozen condensation in the flow traris-mi tter sensing line due to installed temporary heat tracing being de-energized.
-~* ANALYSIS OF OCCURRENCE:
Environmental Technical Specification 2.3.4.b requires that gaseous releases to the environment, except from the Turbine Building ventilation exhaust and as noted in Specification 2.3.4.c, shall be continuously monitored for gross radioactivity and the flow continuously measured and recorded.
Whenever these monitors are inoperable, grab samples shall be taken and analyzed daily for gross radioactivity.
If these monitors are inoperable for more than seven (7) days, these releases shall be terminated.
The flow recorder was returned to service within eight (8) hours.
The plant vent effluent radiation monitor Rl6 channel was operational throughout this occurrence.
No gaseous releases or contain-ment ventilation occurred during the inoperability time of the flow recorder.
CORRECTION ACTION:
Condensation in the flow transmitter sensing line was blown out and the temporary heat tracing was energized.
A Design Change Request has been initiated to install permanent heat tracing on the sensin.( line.
