Palo Verde 1, 2, and 3 - Withdrawal of Relief Request 50 Proposing Alternative ASME Section XI Requirements for Pressure Retaining Boundary During System Leakage Tests By letter dated January 12, 2018 (Agencywide Documents and Access Management System (ADAMS)

Accession No. ML18016A172), Arizona Public Service Company (APS) submitted a relief request for Palo Verde Nuclear Generating Station (PVNGS), Units 1, 2, and 3. The proposed relief request would have allowed the APS to perform the examination of selected Class 1 piping and valves at plant conditions other than those required by American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (ASME Code),Section XI, Rules for Inservice Inspection [ISI] of Nuclear Power Plant Components, IWB-5222(b) by using the alternative boundaries and pressures permitted by ASME Code Cases N-798, Alternative Pressure Testing Requirements for Class 1 Piping Between the First and Second Vent, Drain, and Test Isolation Devices,Section XI, Division 1 and N-800, Alternative Pressure Testing Requirements for Class 1 Piping Between the First and Second Injection Valves,Section XI, Division 1, prior to the end of the third ISI interval for PVNGS, Units 1, 2, and 3. Subsequently, by letter dated March 6, 2018 (ADAMS Accession No. ML18066A108), APS withdrew the relief request based on the completion of rulemaking to adopt Regulatory Guide 1.147, Revision 18 into Title 10 of the Code of Federal Regulations, Section 50.55a. This rulemaking became effective on February 16, 2018, and eliminated the need for Relief Request 50.
