Palo Verde 2 - Acceptance Review of RR 66, Request Containment Post-Tensioning System Inspection One-Time by One Year Due to COVID-19 Pandemic (EPID L-2020-LLR-0145)
By letter dated November 5, 2020 (Agencywide Documents Access and Management System (ADAMS)
Accession No. not yet assigned), Arizona Public Service Company (APS, the licensee) submitted Relief Request (RR) 66 for one-time extension of the containment post-tensioning system inspection by one year due to the COVID-19 pandemic for Palo Verde Nuclear Generating Station, Unit 2. The licensee requested this extension based on Title 10 of the Code of Federal Regulations (10 CFR) 50.55a, Codes and Standards, Section 10 CFR 50.55a(z)(2), Hardship without a compensating increase in quality and safety. Based on this hardship, APS requests NRC approval of RR 66 regarding the interval between containment tendon inspections as specified per the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI, Rules for Inservice Inspection of Nuclear Power Plant Components, Subsection IWL, Requirements for Class CC Concrete Components of Light-Water Cooled Plants, Paragraph IWL-2420, Unbonded Post-Tensioning Systems.
The purpose of this e-mail is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review for the above RR The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed RR in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 170 hours0.00197 days <br />0.0472 hours <br />2.810847e-4 weeks <br />6.4685e-5 months <br /> to complete. The NRC staff expects to complete this review approximately by November 20, 2020, or earlier for providing verbal response, and written response approximately by April 19, 2021, or earlier. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, or unanticipated addition of scope to the review.
