Accession No. ML20282A953), Arizona Public Service Company (the licensee) submitted a license amendment request (LAR) to revise Technical Specifications (TSs) to adopt U.S. Nuclear Regulatory Commission (NRC)-approved Technical Specification Task Force (TSTF) Traveler TSTF-501, Relocate Stored Fuel Oil and Lube Oil Volumes to Licensee Control, Revision 1 (ADAMS Accession Nos.
ML090510686 and ML100850094), for Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). The proposed LAR will revise Palo Verde TS 3.8.3, "Diesel Fuel Oil, Lube Oil, and Starting Air" by removing the current stored diesel fuel oil and lube oil numerical volume requirements from the TSs.
The TSs are modified so that the stored diesel fuel oil and lube oil inventory will require that a 7-day supply be available for each diesel generator. Conditions A and B in the Action table of TS 3.8.3 are revised and Surveillance Requirements (SR) 3.8.3.1 and 3.8.3.2 are also revised to reflect the above change. This change is consistent with TSTF-501, Revision 1. The availability of this TS improvement was announced in the Federal Register (FR) on May 26, 2010 (75 FR 29588), as part of the consolidated line item improvement process. The proposed change is also consistent with NRC clarification letter to the TSTF dated April 3, 2014 (ADAMS Accession No. ML14084A512).
The purpose of this e-mail is to provide the results of the NRC staffs acceptance review for the LAR. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed LAR in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.
Based on the information provided in your submittal, the NRC staff has estimated that this licensing request will take approximately 140 hours0.00162 days <br />0.0389 hours <br />2.314815e-4 weeks <br />5.327e-5 months <br /> to complete. The NRC staff expects to complete this review by October 9, 2021, or earlier. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial
review of the application and they could change, due to several factors including requests for additional information, or unanticipated addition of scope to the review.
