By letter dated April 12, 2023 (Agencywide Documents Access and Management System Accession No. ML23102A329), pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 20, Standards for Protection Against Radiation, Subpart H, Respiratory Protection and Controls to Restrict Internal Exposure in Restricted Areas, section 20.1703, Use of individual respiratory protection equipment, paragraph (b), Arizona Public Service Company (APS) requested U.S Nuclear Regulatory Commission (NRC) for authorized use of respiratory protection equipment that has not been tested or certified by the National Institute for Occupational Safety and Health, for Palo Verde Nuclear Generating Station, Units 1, 2, and 3 (Palo Verde). This request includes two MURUROA single-use, supplied air-suits (Models V4F1 and MTH2). In addition, pursuant to 10 CFR 20.1705, Application for use of higher assigned protection factors [APFs], APS requested an APF of 5,000 for the MURUROA V4F1 and MTH2 suits, which exceed the APFs specified in Appendix A, Assigned Protection Factors for Respirators of 10 CFR Part 20, These suits have been identified as having benefits from contamination control, heat stress reduction, and respiratory protection viewpoints. Upon NRC approval, these suits will be included as an option in the Palo Verde respiratory protection program.

Based on the safety features to quickly open the suit in order to breathe outside air in the event that a loss of supplied air occurs, APS proposes to use MURUROA V4F1 and MTH2 supplied air suits without the standby rescue persons described by 10 CFR 20.1703(f).

The purpose of this e-mail is to provide the results of the NRC staffs acceptance review for the subject request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. You will be advised of any further information needed to support the NRC staffs detailed technical review by separate correspondence.

Based on the information provided in your submittal, the NRC staff has estimated that this request will take approximately 155 hours0.00179 days <br />0.0431 hours <br />2.562831e-4 weeks <br />5.89775e-5 months <br /> to complete. The NRC staff expects to complete this review by September 29, 2023, or earlier. If there are emergent complexities or challenges in our review that would cause changes to the initial forecasted completion date or significant changes in the forecasted hours, the reasons for the changes, along with the new estimates, will be communicated during the routine interactions with the assigned project manager. These estimates are based on the NRC staffs initial review of the application and they could change, due to several factors including requests for additional information, or unanticipated addition of scope to the review.
