We presume your suggestion that we might want to file a 2.206 was made tongue-in-cheek.

Clearly, our request to close or power down the reactor was made in response to todays pending storm- a storm predicted to make a timely evacuation not possible.

As we all know, a 2.206 process takes time, often months. The storm would be a distant memory by the time the 2.206 process was underway.

We hope that our request now will be taken seriously by NRC. We have reasons for concern during severe storms. For example, lessons from past experience warn that the switchyard may flash over as it gets coated with snow and ice. The waves will send salt spray into the yard as well.

Pilgrim- Request close/power down pending blizzard Importance: High Ms. Lampert, I understand that the Town of Duxbury Nuclear Advisory Committee and Pilgrim Watch requests that Pilgrim Nuclear Power Station close or reduce power due to Winter Storm Grayson.

Title 10 of the Code of Federal Regulations, Section 2.206 (10 CFR 2.206) permits any person to file a petition to request that the U.S. Nuclear Regulatory Commission (NRC) take enforcement-related action.

10 CFR 2.206 petition process is a public process in which the petition and all information in it will be made public.

If you do not wish to proceed in the 10 CFR 2.206 petition process, please let me know. Unless I hear otherwise, the NRC will follow Management Directive 8.11, Review Process for 2.206 Petitions.

The Town of Duxbury Nuclear Advisory Committee and Pilgrim Watch request that Pilgrim Station close, or at the least power way down, due to the predicted blizzard conditions from the National Weather Service. See below. We understand that the wind speed predicted is below the level protocol calls for a mandatory shut down. However, the National Weather Service says that, Travel will be very dangerous.. Therefore a timely evacuation would not be possible. Sheltering inside is a limited option. EPA shows that dose reduction is limited and in a short period the dose inside and outside become equivalent, Table 2.1. says that generally, sheltering-in-place can provide significant protection for about 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> in small residential structures. Larger masonry structures can provide protection for up to 5 hours5.787037e-5 days <br />0.00139 hours <br />8.267196e-6 weeks <br />1.9025e-6 months <br />. The host community and surrounding towns are largely residential with wooden houses.

We urge NRC to take a precautionary approach to better protect our citizens.
