OF THE MARCH 22, 2017, AND APRIL 25, 2017, PUBLIC MEETINGS WITH ENERGY SOLUTIONS REGARDING REQUESTS FOR ADDITIONAL INFORMATION RELATED TO THE LICENSE TERMINATION PLANS FOR THE ZION NUCLEAR POWER STATION AND THE LA CROSSE BOILING WATER REACTOR
Background
On March 22, 2017, and April 25, 2017, Category 1 public meetings were held between U.S.
Nuclear Regulatory Commission (NRC) staff and representatives of EnergySolutions, LLC (ES, the licensee) at NRC Headquarters, Two White Flint North, 11545 Rockville Pike, Rockville, Maryland. The purpose of the meetings was to discuss and clarify recent requests for additional information related to the License Termination Plans (LTP) for the Zion Nuclear Power Station (ZNPS) in Zion, Illinois, and the La Crosse Boiling Water Reactor (LACBWR) in Genoa, Wisconsin, as well as the NRCs ongoing review of the original submittals.
The meeting notice for the March 22, 2017, meeting, dated March 1, 2017, can be found in the Agencywide Documents Access and Management System (ADAMS) under Accession No. ML17060A412. The meeting notice for the April 25, 2017, meeting, dated April 11, 2017, can be found at ADAMS Accession No. ML17101A807. A list of attendees for both public meetings is provided in the enclosure.
Meeting On March 22 and April 25, 2017, the NRC staff held public meetings with ES to clarify questions and discuss the plans and schedule for providing responses to recent requests for additional information in support of the ongoing reviews of the ZNPS and LACBWR LTPs. The licensee and the NRC staff also discussed a substantial update to the LTP for ZNPS, which would allow for the completion of decommissioning activities and termination of Facility Operating Licenses DPR-39 and DPR-48 for the ZNPS facility, as well as Facility Operating License DPR-45 for the LACBWR facility. The original ZNPS LTP was submitted on December 19, 2014 (ADAMS Accession No. ML15005A336), and supplemented on February 26, 2015 (ADAMS Accession No. ML15061A281); the original LACBWR LTP was submitted on June 27, 2016, and is available at ADAMS Accession No. ML16200A095. At the end of the meetings, members of the public and interested stakeholders were invited to ask questions, provide feedback, and make comments on the proposed changes to the ZNPS and LACBWR LTPs.
During the meeting, ES discussed the original ZNPS and LACBWR LTPs, the license termination activities completed to date, and the current ZNPS and LACBWR decommissioning process, as well as the remaining decommissioning activities and how they will be addressed during implementation of the revised LTPs. ES also provided a summary of the overall changes that will be made to the revised ZNPS LTP, including modifications to revise terminology and review for conformity with NRC guidance documents, as well as additional technical approach and clarity changes that were discussed on a chapter by chapter basis. The NRC staff noted that the revised LTP approach and use of the applicable NRC guidance documents to the extent practical represents an enhancement to the original ZNPS and LACBWR LTPs.
