STAFF REVIEW AND RESPONSE TO THE ZION NUCLEAR POWER STATION INDEPENDENT SPENT FUEL STORAGE INSTALLATION PHYSICAL SECURITY PLAN AND REQUEST FOR EXEMPTIONS FROM TITLE 10 OF THE CODE OF FEDERAL REGULATIONS 73.55 SAFETY EVALUATION REPORT ISSUED JUNE 14, 2013 (TAC NOS. J00436 AND J00437)
The staff has completed its review of the letter submitted by Zion Solutions (ZNPS), for the ZNPS Independent Spent Fuel Storage Installation (ISFSI) submitted to the U.S. Nuclear Regulatory Commission (NRC) by letter dated October 4, 2013.
ZNPS requested an amendment to the ZNPS licenses to approve: a) a revision to the ZNPS Physical Security Plan (PSP) including a Transfer Plan; b) a new stand-alone ISFSI PSP; and c) exemptions to various provisions of Title 10 of the Code of Federal Regulations (10 CFR) 73.55 that would be applied to the ZNPS ISFSI PSP. This Safety Evaluation Report (SER) was issued after completing a review of the ZNPS ISFSI PSP against the applicable performance objectives and general requirements outlined in 10 CFR Section 73.55, and the Additional Security Measures imposed by the NRC Order EA-11-268, Issuance of Order for Implementation of Additional Security Measures and Fingerprinting for Unescorted Access for ZNPS Independent Spent Fuel Storage Installation, dated June 9, 2012.
