SUBJECT:

STAFF REVIEW OF THE LA CROSSE BOILING WATER REACTOR INDEPENDENT SPENT FUEL STORAGE INSTALLATION PHYSICAL SECURITY PLAN AND VERIFICATION OF ASM INCORPORATION The staff conducted a review of the Physical Security Plan (PSP) submitted by Dairyland Power Cooperative (DPC), for the La Cross Independent Spent Fuel Storage Installation (ISFSI) submitted to the U.S. Nuclear Regulatory Commission (NRC) by letter dated February 23, 2011.

Staff completed a Safety Evaluation Report (SER) reviewing the La Cross Boiling Water Reactor (LACBWR) ISFSI PSP against the applicable performance objectives and general requirements outlined in Title 10 of the Code of Federal Regulations, Section 73.55, and the Additional Security Measures (ASM) imposed by the NRC Order EA-2009-118, Issuance of Order for Implementation of Additional Security Measures and Fingerprinting for Unescorted Access for La Crosse Boiling Water Reactor Independent Spent Fuel Storage Installation, dated June 3, 2009.

Based on our review, we find the submitted PSP to be acceptable and the LACBWR ISFSI PSP has met the applicable performance objectives and general requirements outlined in 10 CFR, Section 73.55, and the ASM imposed by NRC Order EA-2009-118.

A physical security inspection was conducted the week of June 4, 2012, at which time the inspectors verified LACBWR ISFSI has successfully met the objectives outlined in IP 81311 and the LACBWR ISFSI PSP, Training and Qualification and Safeguards Contingency Plan met the performance objectives and general requirements outlined in 10 CFR, Section 73.55, and the ASMs imposed by the NRC. The Inspection Report information can be found in ADAMS under accession numbers ML12192A079 (Non-Public Inspection Report), and ML12192A081 (Public Cover Letter to Inspection Report).
