VIRGIL C. SUMMER NUCLEAR STATION (VCSNS), UNIT NO. 1 DOCKET NO. 50-395 OPERATING LICENSE NO. NPF-12 SPECIAL REPORT (SPR) 2017-001 South Carolina Electric & Gas Company (SCE&G) is submitting this Special Report pursuant to the requirements of Technical Specifications 6.9.2 and as required by Station Administrative Procedure (SAP) -131A, Fire Protection Program Surveillances and Compensatory Measures, .1, step 6.1.11, Action 4. This report addresses a fire barrier assembly not being restored to operability within seven days after declaration of inoperability.

On April 3, 2017, at 09:20 hours, the 2-hour Albi-Duraspray fire barrier at the ceiling joint of 1 OX Turbine Building switchgear room, 463 foot elevation (TB-63-02), was declared inoperable after not meeting its surveillance acceptance criteria. The surveillance results revealed the fire barrier material degraded and pulling away from the vertical sheetmetal portion of the wall with pieces of the material missing. The condition was entered into the station's corrective action program. Upon declaring the fire barrier material inoperable, VCSNS implemented an hourly roving fire watch patrol.

Action to repair the fire barrier material will consist of replacing the degraded and obsolete Albi material with Pyrocrete 241. Repair is scheduled for week of June 19, 2017. After repair and satisfactory testing, the fire barrier material will be returned to operable status.
