SUMMARY

OF TELEPHONE CONFERENCE CALL GRAND GULF NUCLEAR STATION, UNIT 1 LICENSE RENEWAL APPLICATION September 21, 2016 The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of Entergy Co., LLC (Entergy or the applicant) held a telephone conference call on September 21, 2016, to discuss and clarify the draft request for additional information (RAI) as follows:

DRAFT RAI B1.1.15-A

Background:

Following applicants responses to staffs RAIs (RAI B.1.15-1 and RAI B.1.15-2) and revisions to the program as well as to the UFSAR supplement A.1.15, Containment Leak Rate Program (Agencywide Documents Access and Management System [ADAMS] Accession Nos.

ML12076A014 and ML12354A465), the NRC staff determined in the DRAFT Final SER (ADAMS Accession No.ML16090A252), that LRA AMP B.1.15, Containment Leak Rate, was consistent with GALL Report AMP XI.S4, 10 CFR Part 50, Appendix J. The GALL Report AMP XI.S4, is based on the criteria specified in RG 1.163 and NE 94-01, Revision 2. The introduction section of GALL Report, Revision 2, states:

If an applicant takes credit for a program in the GALL Report, it is incumbent on the applicant to ensure that the conditions and operating experience at the plant are bounded by the conditions and operating experience for which the GALL Report program was evaluated. If these bounding conditions are not met, it is incumbent on the applicant to address the additional effects of aging and augment the GALL Report aging management program(s) as appropriate.

Issue:

On February 17, 2016, the NRC staff approved (ADAMS Accession No. ML16011A247) a Grand Gulf license amendment request (ADAMS Accession No. ML15147A599) to adopt NEI 94-01, Revision 3-A, subject to specific conditions and with partial implementation of ANSI/ANS 56.8-2002, Containment System Leakage Testing Requirements, as the implementing document for Type B and Type C leak rate testing (LRT). It is not clear whether the NRC-approved license amendment would affect the conclusion of consistency as determined earlier by the staff for LRA AMP B.1.15 and LRA UFSAR A.1.15 (i.e., whether the program now takes exception to the GALL Report and would need to be evaluated by the staff).

Request:

1. Clarify if the implementation of NEI 94-01, Revision 3-A, as approved by the NRC affects the consistency of LRA AMP B.1.15 and LRA UFSAR A.1.15 with the GALL Report, as determined by the NRC staff in the DRAFT Final SER.
2. If it is determined that LRA AMP B.1.15 and LRA UFSAR A.1.15 are no longer consistent with the GALL Report, provide information (including any exception(s) to the GALL report, if ENCLOSURE 1 necessary) that supports the adequacy of LRA AMP B.1.15 and LRA UFSAR A.1.15 to manage the effects of aging.

DISCUSSION Entergy agreed to submit an LRA amendment to modify the Grand Gulf Nuclear Station Containment Leak Rate Program implementation and corresponding UFSAR update and Containment Leak Rate Program descriptions in LRA sections A.1.15 and B.1.15 respectively, in order to achieve alignment with the provisions in the February 2016 license amendment.
